It started with a cup of coffee.
Bothell Police Chief Mark Ericks and Bruce Mulvey, who heads Northshore Youth and Family Services, got together regularly for coffee. It was an opportunity for law enforcement and the social service agency to trade informal “state of the city” analyses. Bothell, Wash., population 30,910, was growing fast, like many Western Washington cities, and the challenges were getting more urban. People didn’t always know their neighbors any more. Parents weren’t home to keep an eye on their teens and, like always, some teens were straying into enough trouble to attract the attention of law enforcement.
But once a child first becomes involved in criminal behavior, things can go sour fast. A juvenile criminal record can haunt a young man or woman well into adulthood, affecting their ability to get a job or their educational opportunities. Court action is expensive, and studies show that legal punishment alone does not have a good track record of preventing repeat offenses.
“What if we could put together a program for non-violent, first-offenders that got to the heart of the problem, avoided court action and deterred these kids from further trouble?” Ericks asked.
So they did.
Today the Juvenile Intervention Program has been formally adopted by 5 cities in Washington State. Youth and their families are receiving services within 72 hours of apprehension and the program’s recidivism rate is an astoundingly low 3.4 percent, compared with more than 25 percent using the criminal justice system. ...
